Planning and Zoning Commission

Regular Meeting

April 22, 2008

The Planning and Zoning Commission for the City of Polk City met in regular session on April 22, 2008 at City Hall in Polk City, Iowa. Present were Ron Hankins, Paul Swenson, Neil Hawkins, Shane Torres, Doug Sires, and Dennis Dietz. Also present were City Administrator Gary Mahannah, City Council Liaison Ron Anderson, and Engineering Representative Kathleen Connor. Chairman Swenson called the meeting to order at 6:00pm.

Motion was made by Hankins to approve the minutes of March 17, 2008, second by Torres. Motion was approved with Hawkins, Sires, and Swenson abstaining.

No audience.

Engineering Representative Connor went over the Plat of Survey for Marion L. and Nyra Carlson at 13603 NW 58th St which is in the 2-mile radius of Polk City. This parcel of land is zoned Agricultural by Polk County this plat of survey is required so that the property owners can sell off the existing residence located near the southwest corner of their property while retaining the adjacent farm land. This land is located on the Polk City side of our agreement with Ankeny.

Upon a motion by Hawkins, second by Hankins with Sires abstaining the commission voted to recommend to council the approval of Plat of Survey for Marion L. and Nyra Carlson.

Engineering Representative Connor went over the review comments that need to be completed to the Watson Boat & Storage Site Plan. She went on to explain that she had received the amended site plan on April 21. She provided the developer with a copy of the revised comment memo.

Vic Piagentini with Associated Engineering Company of Iowa, 2917 Martin Luther King Jr. Parkway was present to discuss with the commission the approval of the site plan for Watson Boat Storage located at 10749 NW Polk City Drive. He explained to the commission that they were working on the review comments of the city engineer

After much discussion the commission explained to the engineer for the project and to the Watson’s that they didn’t feel that they could recommend approval of the site plan to council with the amount of review comments not completed.

Upon a motion by Dietz, second by Sires the commission voted unanimously to remand back the site plan to the developer, until the time that the engineers review comments can be addressed.

Engineering Representative Connor reported to the commission that the construction drawings for the 55th St. water main would be going before the council.

No commission report.

Upon a motion by Hankins, second by Torres the commission voted vocally and unanimously to adjourn the meeting at 6:30
